AIRBORNE IRRITANTSODOROUS AND TOXIN MATERIALS NOTIFICATION PROCEDUREThe purpose of
this procedure is to advise the campus community when materials are used which
either contain toxins or emit odor. The campus will receive notification via the
Facility Services’ website: www.csusm.edu/facilities/airborneirritants.
All posting will be made 48 hours prior to the use of the
material. Materials include but are not limited to the use of all insecticides,
paint, and carpet glues. An announcement will also be posted on Tuesday,
advising the campus community of the new notification. All use of
odorous or toxin materials will be scheduled for Thursday-Saturday only.
Facility staff will email the website administrator and the work control
coordinator this information: schedule
date, exact location for treatment, procedure and substance used. This
complete information must be received by Monday, 5:00 pm the week of scheduled
service. If this schedule is
missed, then Facility Services staff must reschedule work. There are no
exceptions to this process except for emergencies. The work control coordinator
will post this information to the Facility Services’ Web site and the
University Announcement site by Tuesday 8:00 am. Management must
approve emergencies. Management
will coordinate with Human Resources for all emergency situations. The website
administrator will post the notice as emergency after approval from Human
Resources. For pest
infestation, all efforts will be made to schedule pest control treatment after
5:00 pm. However, in extreme situations of pest infestation, it may be necessary
to treat the situation sooner. If quick treatment is necessary, the situation
will be considered an emergency and coordinated through Human Resources.
Facility Services’ staff will try to mitigate pest infestations before
using the pest control services during working hours. This procedure
was created to ensure the health and safety of the campus community and in
consideration of those who have sensitivity to toxins and odorous materials. 1-30-01

ENVIRONMENTAL TEMPERATURE CONTROL
ENERGY MANAGEMENT POLICYAuthority pursuant to the State Administrative Manual management Memo, 98-05, issued by the State of California's Department of General Services. To promote better energy management, California State University San Marcos is required to follow the State Energy Conservation Policy in all buildings. Special service need may require exceptions to the parameters of this policy. However, the policy's intent is to maximize energy productivity and minimize waste. Accordingly, interior air shall not be heated above 70 degrees Fahrenheit, nor cooled below 78 degrees Fahrenheit. Building will be allowed to fluctuate within an acceptable range to avoid wasteful over-control patterns. Illumination levels shall also follow state guidelines. Building energy-use guideline prohibit the use of electric heaters and fans without the express permission of the CSUSM Facility Services Department. Window and doors will be kept closed to prevent loss of condition air. This policy and any related procedures apply to all areas and members of the campus community and all California State University San Marcos State-owned facilities.
